Head of Facilities & HSE

Position Overview:
The Head of Facilities and HSE is responsible for oversight of our facilities and will be responsible for overseeing compliance with all relevant health, safety, and environmental regulations and fostering a strong safety culture within the company. The position reports to the COO, and is based in Rotterdam.

Key Responsibilities:

  • Risk Assessment: Define and prioritize the Risk Inventory & Evaluation (RI&E) roadmap in collaboration with an external HSE company.
  • Safety Programs: Lead the design, development, and implementation of HSE strategies, programs, policies, processes, systems and training based on industry best practices.
  • Training and Education: Serve as functional mentor and support for employees and facilities & HSE staff members on matters related to worker protection and physical safety.
  • Collaboration: Help plan and participate in HSE compliance assessments and audits working cross functional, assessing compliance with HSE standards as well as local/regional regulatory requirements (e.g. fire extinguisher trainings, etc). Partner with Pilot/Demo Plant and lab leadership in emerging certification and progression of facility growth and expansion. Serve as direct point of contact with Property Management, to ensuring correct building maintenance and compliance with lease agreements. Manage contracts, permits, and licenses related to facilities and HSE, including building permits, contract negotiations, and vendor Certificates of Insurance. Coordinate large-scale facility projects such as moves and space planning/utilisation.
  • Emergency Preparedness: Oversee emergency response plans and conduct regular drills.
  • Continuous Improvement: Monitor, interpret, and assess existing or emerging HSE laws, regulations, regulatory policies, industry practices, and determine operational and business impacts.
  • Documentation: Maintain accurate records of safety inspections, incidents, and training sessions. Develop, manage and administer accurate budget forecasts to ensure engineering and HSE budgets are within defined targets.
  • Incident Management: Investigate and report on any workplace incidents, ensuring that corrective actions are implemented to prevent future occurrences.


Requirements:

  • Experience: Proven experience as an HSE Officer or similar role in an industrial setting with executive level presentation skills to communicate with audiences across the organization.
  • Education: BS/MS degree in Industrial Safety, Occupational Health & Safety, Industrial Hygiene, Environmental Sciences, Environmental Engineering, Safety Engineering, Biology, Chemistry, Chemical Engineering or equivalent
  • Certifications: Relevant HSE certifications (e.g., NEBOSH, IOSH) are highly desirable.
  • Knowledge: In-depth knowledge of health, safety, and environmental regulations and best practices. Demonstrated experience managing engineering and capital projects including relationship management and coordination of architects, general contractors, project managers, and outside vendors and contractors.
  • Communication Skills: Ability to exercise formal and informal authority to influence a wide variety of internal and external stakeholders, including executive leadership, R&D, scientific staff, and third-party contractors/plant personnel. Solid communication skills in English, written and verbal.
  • Training Skills: Ability to design and deliver effective safety training programs.
  • Collaboration: Strong ability to work collaboratively with various departments and external partners and desire to champion HSE excellence throughout Paebbl Cultural and emotional intelligence to develop and nurture collaborative relationships in a diverse environment with global reach.
  • Attention to Detail: Compliance oriented mindset with demonstrated competence in developing and implementing strategy, responding to challenges, maintaining critical documentation, and mitigating risks.
